Something unusual is happening around the Strait of Hormuz, and it isn’t coming from Tehran. It’s the sudden quiet from Washington, Beijing, and Moscow — three governments that normally can’t agree on the color of the sky. When rivals stop shouting at each other all at once, it usually means they’ve discovered a shared interest.
